Question:
In a town with about thirty-five mosques where the Jumu'ah prayer is performed, when the worshippers finish Jumu'ah, they pray Zuhr afterwards. Is this action permissible or not?

Answer:
It is known in religion by necessity and by the evidence of the Shari'ah that Allah (Glorified and Exalted is He) did not prescribe in the time of Zuhr on Friday anything but one obligatory prayer for resident, settled, free, accountable men, which is the Jumu'ah prayer. If the Muslims do that, they have no other obligation, neither Zuhr nor anything else. Rather, the Jumu'ah prayer is the obligatory prayer of that time. The Prophet (peace and blessings be upon him) and his Companions (may Allah be pleased with them) and the righteous Salaf after them did not pray another obligatory prayer after Jumu'ah. This action you mentioned only occurred many centuries after them. There is no doubt that it is one of the newly invented innovations about which the Prophet (peace and blessings be upon him) said:
Avoid novelties, for every novelty is an innovation, and every innovation is an error.إياكم ومحدثات الأمور فإن كل محدثة بدعة وكل بدعة ضلالة

, narrated by al-Bukhari and Muslim. There is no doubt that praying Zuhr after Jumu'ah is a newly invented matter that the Prophet (peace and blessings be upon him) did not order, so it is rejected. It falls under the innovations and misguidances from which the Chosen One (peace and blessings be upon him) warned. The scholars have pointed this out. Among those who pointed it out is Shaykh Jamal al-Din al-Qasimi in his book: (Islaah al-Masajid min al-Bid'ah wa al-'Awa'id) and Shaykh al-Allamah Muhammad Ahmad 'Abd al-Salam in his book: (al-Sunnah wa al-Mubtada'at).
If someone were to say, "We only do that as a precaution and out of fear that the Jumu'ah prayer is not valid?"
The answer to this person is: The original ruling is that the Jumu'ah prayer is valid and sound, and that Zuhr is not obligatory. In fact, it is not permissible in the time of Jumu'ah for one upon whom Jumu'ah is obligatory. Precaution is only prescribed when the Sunnah is obscure and there is doubt and suspicion. In a case like this, it is not a place of doubt. Rather, we know by the evidence that the obligatory prayer is Jumu'ah only, so nothing else is permissible as a substitute for it or combined with it as an action intended as a precaution for its validity. Creating a new law that Allah has not authorized is contrary to the known evidences of the Shari'ah that are known in religion by necessity. Therefore, it must be left and one must beware of it. There is no valid argument for doing it. Rather, it is from the whispers of Satan that he dictates to people to turn them away from guidance, and he legislates for them a religion that Allah has not authorized. Just as he made some of them take precautions in wudu' until he tormented them in ritual purity, making them unable to finish it whenever they were about to finish, whispering to them that it was not valid and that they did not do such and such. Similarly, he did this to some of them in prayer: when they said the takbir for prayer, he whispered to them that they did not say it, so he kept whispering to them that they did not say it, and the man kept saying the takbir after the takbir until the first rak'ah was missed, or the recitation in it, or most of it. This is from the plotting and scheming of Satan and his eagerness to invalidate the Muslim's deed and confuse his religion.
We ask Allah for safety for us and for all Muslims, and for well-being from His plots and whispers. Indeed, He is the All-Hearing, the Near.
In summary: Praying Zuhr after Jumu'ah is an innovation, misguidance, and the creation of a law that Allah has not authorized. Therefore, it is obligatory to leave it, beware of it, warn people against it, and be content with the Jumu'ah prayer. This is the practice of the Messenger of Allah (peace and blessings be upon him) and his Companions after him, and those who followed them with excellence to this day. It is the truth in which there is no doubt. Imam Malik ibn Anas (may Allah have mercy on him) said: "The latter part of this Ummah will not be rectified except by what rectified its first part." The Imams before and after him said the same. And Allah grants success.
