Peace be upon you, and Allah’s mercy and blessings, and after that:
O Beloved: Your letter, dated (blank), has reached us, may Allah guide you, and I have understood the three questions it contained. Here is the answer to them.
The answer to the first question: If the borehole wells and agricultural plowing are prepared for trade, their value is subject to zakah, and the wages are subject to zakah upon the completion of a lunar year of possession of their original value each year. However, if they are prepared for rental, only the rent obtained is subject to zakah, after a lunar year has passed over it. If the rent is spent before a lunar year has passed over it, there is no zakah on it. May Allah grant all success in understanding His religion. And peace be upon you.
