Q: His Eminence Shaykh 'Abd al-'Aziz ibn 'Abd Allah ibn Baz, Grand Mufti of the Kingdom of Saudi Arabia and President of the Senior Scholars' Committee (may Allah preserve him)
Peace be upon you, and Allah’s mercy and blessings, and after that:
With reference to your letter number 433/K, dated 9/2/1414 AH, in which you intercede regarding the response submitted to your Eminence from the honorable judge of the Qula Court, which details the renovation of al-Safawat Mosque located in al-Hujrah, and states that the required expenditure for its renovation is one hundred and fifty thousand riyals.
I inform your Eminence that upon presenting this to His Highness, he directed me (may Allah preserve him) to ask your Eminence: "Is it permissible to pay this amount from zakah or not?" I await your response so that I may present it to His Highness. Peace be upon you, and Allah's mercy and blessings.

A: And upon you be peace, and Allah’s mercy and blessings, after that:
We inform you that it is not permissible to spend zakah on the renovation of mosques, according to the majority of scholars, and this is the ruling we and the Permanent Committee issue. Please inform His Highness accordingly. May Allah reward you and multiply the reward for everyone. Peace be upon you, and Allah's mercy and blessings.
