Ruling on diverting funds allocated for repairing one part of a mosque to another

Question: A man gave money to a committee established for a mosque, saying: "This money is to be spent on building restrooms, for example." However, the committee later decided by majority that they need to spend it on a need other than what the donor specified. What is the ruling?

Answer: The most preferable and safest course is to spend it on what the donor specified, provided the matter is prescribed, such as restrooms, or permissible. However, if the committee responsible for maintaining the mosque sees that the need and necessity call for spending it on the maintenance of the mosque, there is no blame on them, if Allah wills; because maintaining the mosque is better and of greater benefit than maintaining the restrooms around the mosques. And that is only because maintaining the mosque is the primary objective, whereas maintaining the restrooms is a means to facilitate the performance of prayer and accommodate the large number of worshippers. And success is from Allah.
