Peace be upon you, and Allah’s mercy and blessings, and after that:
I refer to your inquiry, registered with the Department of Scholarly Research and Ifta under number 551, dated 9/2/1407 AH, in which you ask: About the amount for which a lunar year has passed and its zakah has been paid, and then another lunar year passes without its owner disposing of it, is zakah obligatory on it?
A: I inform you that if a man has money that reaches the nisab, and a lunar year has passed over it and its zakah has been paid, and then another lunar year passes, it is obligatory for its owner to pay its zakah, and so on every time a lunar year passes over it, as long as it reaches the nisab. May Allah guide everyone to what He is pleased with; He is the All-Hearing, the Responsive.
And peace be upon you and the mercy of Allah and His blessings.
