This is because the Prophet (peace and blessings be upon him) commanded those who had entered the state of Ihram for Hajj or combined Hajj and 'Umrah, and who did not have sacrificial animals, to make their Ihram for 'Umrah. They were to perform Tawaf, Sa'y, shorten their hair, and exit the state of Ihram. The Prophet (peace and blessings be upon him) did not invalidate their Ihram, but rather guided them to what is better. The Companions (may Allah be pleased with them) did so .
