Question: What is the ruling on one who enters the state of ihram for Hajj and 'Umrah, and after arriving in Makkah his funds are lost and he is unable to provide the expiation, and he changes his intention to performing Hajj alone? Is that valid? And if the Hajj is for someone else and he is obligated to perform it as tamattu', what should he do?

Answer: He is not permitted to do that, even if his funds are lost. If he is unable to provide the expiation, he must fast for ten days, and praise be to Allah: three days during Hajj and seven days when he returns to his family. He remains obligated to perform tamattu'. He must fulfill the condition by entering the state of ihram for 'Umrah, performing tawaf, performing sa'y, shortening his hair, and exiting the state of ihram. Then he must make the talbiyah for Hajj and provide the expiation. If he is unable to provide the expiation, he must fast for ten days: three days during Hajj before 'Arafah and seven days when he returns to his family. This is because it is better to be in a state of not fasting on the Day of 'Arafah, following the example of the Prophet (peace and blessings be upon him), for he stood at 'Arafah in a state of not fasting.
