Question:
I entered the state of ihram that requires the sacrificial animal, but my money was lost and I lost all the wealth I had with me. What is my ruling in this situation? My wife is accompanying me as well.

Answer:
If a person enters the state of ihram for 'Umrah during the days of Hajj, performing it as part of tamattu' for Hajj, or for both Hajj and 'Umrah as qiran, then a sacrificial animal is obligatory upon him. This is: a head of sheep; a two-year-old goat or a one-year-old sheep, or one-seventh of a camel, or one-seventh of a cow. He slaughters it in the days of sacrifice in Makkah or Mina, gives it to the poor and needy, eats from it, and sends gifts. This is what is obligatory upon him. If he is unable to do so; because his maintenance was lost, or because of his poverty, hardship, and lack of funds, then he fasts three days during Hajj and seven days when he returns to his family, as Allah commanded him to do.
It is permissible to fast for the three days on the eleventh, twelfth, and thirteenth days. This is an exception to the prohibition of fasting on these days for all people, except for the one who has lost the sacrificial animal, who fasts these three days. This is based on what al-Bukhari narrated in his Sahih from 'Aishah and Ibn 'Umar (may Allah be pleased with them both), who said:
Nobody was allowed to fast on the days of Tashriq except those who could not afford the Hadi (Sacrifice).لم يرخص في أيام التشريق أن يُصَمْنَ إلا لمن لم يجد الهدي

. And if he fasts them before the Day of 'Arafah, that is better, if the loss of maintenance occurred earlier. He fasts the seven days with his family.
