Question: What is the ruling for one who intends to perform Hajj and 'Umrah, but after arriving in Makkah, his funds are lost, and he is unable to offer the sacrificial animal, so he changes his intention to an independent Hajj? Is that valid? And if the Hajj is being performed on behalf of another person, and it is a condition upon him that he perform the combined Hajj (tamattu'), what should he do?

Answer: He is not permitted to do that, even if his funds are lost. If he is unable to offer the blood (sacrifice), he must fast for ten days, and praise be to Allah: three days during the Hajj, and seven days when he returns to his family. He remains in the state of his combined Hajj (tamattu'), and he must fulfill the condition by entering the state of ihram for 'Umrah, performing the circumambulation (tawaf), performing the walking (sa'y), shortening his hair, and exiting the state of ihram. Then he makes the talbiyah for Hajj and offers the sacrifice. If he is unable to do so, he fasts for ten days: three days during the Hajj before 'Arafah, and seven days when he returns to his family. This is because it is better for the pilgrim to be in a state of not fasting on the Day of 'Arafah, following the example of the Prophet (peace and blessings be upon him), for he stood at 'Arafah in a state of not fasting.
