And why did you, when you entered your garden, not say, 'What Allah willed [has occurred]; there is no power except in Allah '? وَلَوْلا إِذْ دَخَلْتَ جَنَّتَكَ قُلْتَ مَا شَاءَ اللَّهُ لا قُوَّةَ إِلاّ بِاللَّهِ
[Al-Kahf 18:39]
And if Allah had willed, they would not have fought each other, but Allah does what He intends. وَلَوْ شَاءَ اللَّهُ مَا اقْتَتَلُوا وَلَكِنَّ اللَّهَ يَفْعَلُ مَا يُرِيدُ
[Al-Baqarah 2:253]
Lawful for you are the animals of grazing livestock except for that which is recited to you [in this Qur'an] - hunting not being permitted while you are in the state of ihram. Indeed, Allah ordains what He intends. أُحِلَّتْ لَكُمْ بَهِيمَةُ الأَنْعَامِ إِلاّ مَا يُتْلَى عَلَيْكُمْ غَيْرَ مُحِلِّي الصَّيْدِ وَأَنْتُمْ حُرُمٌ إِنَّ اللَّهَ يَحْكُمُ مَا يُرِيد
[Al-Ma'idah 5:1]
So whoever Allah wants to guide - He expands his breast to [contain] Islam; and whoever He wants to misguide - He makes his breast tight and constricted as though he were climbing into the sky فَمَنْ يُرِدِ اللَّهُ أَنْ يَهْدِيَهُ يَشْرَحْ صَدْرَهُ لِلإِسْلامِ وَمَنْ يُرِدْ أَنْ يُضِلَّهُ يَجْعَلْ صَدْرَهُ ضَيِّقاً حَرَجاً كَأَنَّمَا يَصَّعَّدُ فِي السَّمَاءِ
[Al-An'am 6:125]

We begin with the first verse in His saying, the Exalted:
And why did you, when you entered your garden, not say, 'What Allah willed [has occurred]; there is no power except in Allah '? وَلَوْلا إِذْ دَخَلْتَ جَنَّتَكَ قُلْتَ مَا شَاءَ اللَّهُ لا قُوَّةَ إِلاّ بِاللَّهِ
[Al-Kahf 18:39]
"Lawla" means "why did you not," and it is for urging, meaning that He is encouraging him, because urging means encouraging with disturbance and strength. He is encouraging him to make this statement.
When you entered, say: What Allah wills إِذْ دَخَلْتَ ُقلْتَ مَا شَاءَ اللَّهُ
And the garden is the orchard with many trees. It is called that because those in it are, what? Hidden by its trees and branches, so he is hidden within it. And this root, the letter Jim and Nun, indicates concealment. From it is the shield (junnah) that a person takes refuge behind in battle, and from it are the jinn, the jinn, because they are hidden.
Good, his saying:
And why did you, when you entered your garden, وَلَوْلا إِذْ دَخَلْتَ جَنَّتَكَ
[Al-Kahf 18:39]
This is singular, and it is known to us all that Allah the Exalted says:
of two men: We granted to one of them two gardens of grapevines, and We bordered them with palm trees and placed between them [fields of] crops. (33) Each of the two gardens produced its fruit and did not fall short thereof in anything. And We caused to gush forth within them a river. (34) And he had fruit, so he said to his companion while he was conversing with him, "I am greater than you in wealth and mightier in [numbers of] men." (35) And he entered his garden رَجُلَيْنِ جَعَلْنَا لِأَحَدِهِمَا جَنَّتَيْنِ مِنْ أَعْنَابٍ وَحَفَفْنَاهُمَا بِنَخْلٍ وَجَعَلْنَا بَيْنَهُمَا زَرْعًا كِلْتَا الْجَنَّتَيْنِ آتَتْ أُكُلَهَا وَلَمْ تَظْلِمْ مِنْهُ شَيْئًا وَفَجَّرْنَا خِلَالَهُمَا نَهَرًا وَكَانَ لَهُ ثَمَرٌ فَقَالَ لِصَاحِبِهِ وَهُوَ يُحَاوِرُهُ أَنَا أَكْثَرُ مِنْكَ مَالًا وَأَعَزُّ نَفَرًا وَدَخَلَ جَنَّتَهُ
[Al-Kahf 18:32-35]
So what is the answer, given that it is singular here, even though they are two gardens?
The answer is to say: The singular, when it is made possessive, becomes general and includes the two gardens. Or that this speaker intended to diminish the value of the two gardens, because the context is one of admonition.
