However, sometimes Islam is intended to mean performing the deeds to which every Muslim is obligated. A person who is not a believer in his heart may do these things; he becomes a hypocrite and pretends to be a Muslim by praying, performing Hajj, and so on. But the reality is as Allah the Exalted said: “And they have not entered into the faith.” Therefore, the correct view is that the term Islam is used to mean faith accompanied by the practice of what came in Islam, and it is also used to mean the opposite of faith, namely outward Islam. In that case, a person may be a Muslim outwardly but not a believer inwardly. Those are the hypocrites, and those are in the lowest depths of the Fire, as stated in the Noble Qur'an.
