Answer: As long as his intention was to perform Hajj on behalf of his mother, but he forgot, then the Hajj is for his mother, and the intention is stronger. This is based on the saying of the Messenger (peace and blessings be upon him):
Actions are only by intentionsإنما الأعمال بالنيات
. So if the purpose of his coming was to perform Hajj on behalf of his mother or his father, and then he forgot at the time of entering ihram, then the Hajj is for the one he intended and aimed for, whether it be a father, a mother, or someone else.
