Answer: The correct view is that it is general and not specific to the vow. It has been narrated from some of the imams, such as Ahmad and a group of others, that they said: It is specific to the vow. However, that is a weaker opinion and there is no evidence for it. The correct view is that it is general; because the Messenger of Allah (peace and blessings be upon him) said:
'A'isha (Allah be pleased with her) reported Allah's Messenger (ﷺ) as saying: If anyone dies in a state (that he had to complete) some fasts, his heir must fast on his behalf.من مات وعليه صيام صام عنه وليه

It is agreed upon as authentic from the hadith of Aisha (may Allah be pleased with her). He did not say “the fasting of a vow,” and it is not permissible to specify the words of the Prophet (peace and blessings be upon him) except with evidence; because the hadith of the Prophet (peace and blessings be upon him) is general, encompassing the fasting of a vow and the fasting of Ramadan. If a Muslim delays making up his fasts due to laziness while having the ability, or the fasting of expiations, then if he leaves that, his guardian fasts on his behalf.
And the guardian is a close relative from among his relatives. And if someone else fasts, that suffices. The Prophet (peace and blessings be upon him) was asked about this; a man asked him, saying: “O Messenger of Allah, my mother died and she had a month of fasting remaining. Should I fast on her behalf?” He said:
Had there been a debt on your mother, would you have paid it or not? So, pay Allah's debt as He has more right to be paid.أرأيت لو كان على أمك دين أكنت قاضيه؟ اقضوا الله، فإن الله أحق بالوفاء

And a woman asked him about that, saying: “O Messenger of Allah, my mother died and she had a month of fasting remaining. Should I fast on her behalf?” He said:
Narrated Ibn `Abbas: A woman came to the Prophet (ﷺ) and said, "My mother vowed to perform the Hajj but she died before performing it. Should I perform the Hajj on her behalf?" He said, "Yes! Perform the Hajj on her behalf. See, if your mother had been in debt, would you have paid her debt?" She said, "Yes." He said, "So you should pay what is for Him as Allah has more right that one should fulfill one's obligations to Him. "أرأيت لو كان على أمك دين أكنت قاضيته؟ اقضوا الله، فالله أحق بالوفاء

And in Musnad Ahmad with a sound chain, from Ibn Abbas (may Allah be pleased with them both), that a woman said: “O Messenger of Allah, my mother died and she had the fasting of Ramadan remaining. Should I fast on her behalf?” He said:
Fast on behalf of your mother.صومي عن أمك
, so she clarified that it was Ramadan, and he ordered her to fast. The hadiths are numerous, indicating the making up of Ramadan and other fasts, and that there is no basis for specifying the vow. Rather, it is a weak, weaker opinion. The correct view is the generality, as the evidences came from the Messenger of Allah (peace and blessings be upon him).
But if the one who broke the fast in Ramadan did not err, but broke the fast due to illness, or due to breastfeeding, or pregnancy, and then the sick person died, or the pregnant woman died, or the breastfeeding woman died and was unable to make up the fasts, then she owes nothing, and the heirs owe nothing, neither making up the fasts nor feeding; because of the legal excuse, which is illness and the like.
As for if she recovered from her illness and was able to fast but was lenient, it is made up on her behalf. And the breastfeeding woman and the pregnant woman, if they were able to make up the fasts after that but were lenient, it is made up on their behalf. And Allah is the One who grants success.
