Answer: There is no blame on him, based on the saying of Allah (Exalted and Majestic is He):
Allah does not forbid you from those who do not fight you because of religion and do not expel you from your homes - from being righteous toward them and acting justly toward themلَا يَنْهَاكُمُ اللَّهُ عَنِ الَّذِينَ لَمْ يُقَاتِلُوكُمْ فِي الدِّينِ وَلَمْ يُخْرِجُوكُم مِّن دِيَارِكُمْ أَن تَبَرُّوهُمْ وَتُقْسِطُوا إِلَيْهِمْ
[Al-Mumtahanah:8]. Therefore, the disbeliever with whom there is no war between us, such as a non-Muslim granted safe conduct or a treaty partner, is given from the 'Id sacrifice and from voluntary charity.
