Answer:
Yes, the pilgrim shortens the prayer at 'Arafah, at Muzdalifah, and at Mina, just as the Prophet (peace and blessings be upon him) did. He did not say, "O people of Makkah, complete your prayers." So the people shortened the prayer with him at 'Arafah, praying Zuhr as two rak'ahs and 'Asr as two rak'ahs. At Muzdalifah, they prayed Maghrib as three rak'ahs and 'Isha' as two rak'ahs with him, and he did not say, "O people of Makkah, complete your prayers." This indicates that the pilgrims do what others do: they shorten the prayer at Mina, at 'Arafah, and at Muzdalifah. Yes.
