Question: What is the ruling on one who feels pre-seminal fluid or drops of urine coming out while in the state of ihram, and likewise when he goes out to pray?

Answer: It is obligatory for the believer, if he knows this, to perform the ablution for prayer if it is the time for prayer, and to clean himself from his urine and from the pre-seminal fluid. It is obligatory regarding the pre-seminal fluid to wash the private parts and the two thighs. As for the urine, he washes the tip of the penis that the urine touched, then he performs the ablution for prayer if it is the time for prayer. If it is not the time for prayer, there is no harm in delaying that until the time for prayer.
However, he should not do this due to obsessive doubts, but rather due to certainty. If it is due to obsessive doubts, he should discard this and turn away from it so that he is not afflicted with such doubts; for people may be afflicted with some obsessive doubts where they think something has come out of them when nothing has come out. Therefore, he should not train himself to submit to obsessive doubts; rather, he should discard them, turn away from them, and distract himself from them so that he is not afflicted by them.
And if he fears that, let him sprinkle water around his private parts when he finishes his ablution, so that he attributes any obsessive doubts that may occur to him to the water, thereby being safe from the evil of these obsessive doubts.
