The preferred and most correct view is that it is not obligatory. The farewell tawaf in 'Umrah is not obligatory; it is only recommended. So if one bids farewell after the 'Umrah, that is better and more preferable. If he leaves without bidding farewell, he owes nothing.
As for Hajj, the tawaf is obligatory in Hajj. This is because the Prophet (peace and blessings be upon him) said:
None of you should leave until his last visit is to the Houseلا ينفر أحدكم حتى يكون آخر عهده بالبيت
Sahih Ibn Khuzaymah 7:469
He addressed the pilgrims with this—(peace and blessings be upon him)—and Ibn 'Abbas said: "The people—meaning the pilgrims—were commanded that their last visit be to the House, except that it was made easier for the menstruating woman." So the menstruating woman does not have to bid farewell, and likewise the woman in post-natal bleeding does not have to bid farewell.
As for 'Umrah, there is no obligatory farewell tawaf in it, but it is recommended. Yes.
