Is the farewell tawaf obligatory in 'Umrah?

Machine translationRead the Arabic original
The questioner : Is the farewell tawaf obligatory in 'Umrah?

The Shaykh : If a person performs 'Umrah and leaves Makkah as soon as he finishes the 'Umrah, he owes no farewell tawaf, relying on the first tawaf. However, if he remains in Makkah, he should not leave until his last act with the House is tawaf. But is tawaf in 'Umrah obligatory or recommended? We see that it is obligatory, and that it is obligatory for a person not to leave Makkah after 'Umrah except with the farewell tawaf, once he has finished all his affairs. This is because 'Umrah is called the lesser Hajj, as in the famous, long hadith of 'Amr ibn Hazm. It is also because the Prophet (peace and blessings be upon him) said to 'Iyadh ibn 'Amir:
do in your 'Umra what you do in your Hajj اصنع في عمرتك ما أنت صانع في حجك
Sahih Muslim 1180a
Furthermore, tawaf is the safest course and the most exonerating for the conscience. The Prophet (peace and blessings be upon him) said:
So he, who saves himself from these doubtful things, saves his religion and his honor من اتقى الشبهات فقد استبرأ لدينه وعرضه
Bulugh al-Maram 16:32
Those who say it is not obligatory do not deny that it is prescribed, and that a person is rewarded and given reward for it.

The questioner : May Allah reward you with good.
