Question: From 'Abd al-'Aziz ibn 'Abd Allah ibn Baz to the honorable brother, the virtuous Shaykh S. D. K., President of the Islamic Culture Association in Kampala, Uganda, may Allah guide him to what pleases Him, and increase him and his brothers, the members of the association, in knowledge and faith, and may He support his religion with victory. Amen.
Peace be upon you, and Allah's mercy and blessings. As for what follows:
Your noble letter, dated 5/5/1406 AH, has reached us, may Allah connect you to the rope of guidance and success. It contained two questions, one of which was: asking about the validity of what reached you from me, that I say if a Muslim is an open sinner and marries a woman, then repents to Allah, his first marriage is not lawful, and he must renew the marriage with that woman in a lawful manner.
Answer: The answer is that this report is not correct in this form; because the marriage of an open sinner to a Muslim woman or a chaste woman from the People of the Book is valid. What actually came from me is that if a disbeliever marries a Muslim woman and then embraces Islam, his marriage is not valid; because Allah (Mighty and Majestic) said in His noble Book in Surat al-Baqarah:[Al-Baqarah 2:221] And He said in Surat al-Mumtahanah: [Al-Mumtahanah 60:10] the verse [al-Mumtahanah:10]. So if he repents and returns to Islam, there is no obstacle to marrying him to the Muslim woman whose marriage to him we invalidated because he was a disbeliever.

وَلا تُنْكِحُوا الْمُشْرِكِينَ حَتَّى يُؤْمِنُواAnd if you know them to be believers, then do not return them to the disbelievers; they are not lawful [wives] for them, nor are they lawful [husbands] for them
