Peace be upon you, and Allah's mercy and blessings. And after:
I refer to your inquiry, registered with the Department of Research and Ifta under number (513) and dated 5/2/1407 AH, in which you ask a series of questions.

Answer: I inform you that you must prevent your wife from attending the celebration that involves free mixing with foreign men, even if her father does not agree with the prevention; for there is no obedience to a created being in disobedience to the Creator. You must also notify the competent authority on your side, which is the Commission for Promoting Virtue and Prohibiting Vice, to prevent the presence of men with women at celebrations.
As for the daughter whom your father raised from her early childhood, you do not thereby become her mahram (a relative one may not marry). It is not permissible for you to kiss her, and she must observe hijab (the covering prescribed for women) in your presence, unless she was breastfed by your mother, by your father's wife, or by any of your sisters, five times or more within the first two years. Likewise, if you were breastfed by her mother five times or more, or if another woman breastfed both you and her five times or more within the first two years, she becomes your sister through breastfeeding. In that case, it is permissible for you to greet her, and you become her mahram (a relative one may not marry) in matters other than the marriage contract.
