Question:

Answer:
This is a disbeliever. The correct opinion among the scholars is that he is a disbeliever: the one who does not pray except only in Ramadan, or only on Fridays. He is a disbeliever without doubt:
The covenant that distinguishes between us and them is prayer; so whoever leaves it, he has committed Kufr.العهد الذي بيننا وبينهم الصلاة، فمن تركها فقد كفر
Sunan Ibn Majah 1079Sahih (Darussalam)
narrated by Ahmad and the people of the Sunan with a sound chain. And in the hadith of Jabir in Muslim:
Between a man and disbelief and shirk (associating partners with Allah) is the abandonment of prayer.بين الرجل وبين الكفر والشرك ترك الصلاة
And in the two Sahihs, when it was said: “O Messenger of Allah, regarding the rulers who deviate from the commands, should we not fight them?” He said:
unless we noticed him having open Kufr (disbelief) for which we would have a proof with us from Allahلا، إلا أن تروا كفرًا بواحًا عندكم من الله فيه برهان

as long as they establish prayer among youما أقاموا فيكم الصلاة!
