The ruling on maintaining ties with a friend who does not perform the prayer and does not fast in Ramadan
Machine translationRead the Arabic original
Q: I have a dear friend whom I love very much, but this friend does not perform the obligatory prayer nor does he fast in Ramadan. I have advised him, but he did not accept my advice. Should I maintain ties with him or not?
A: This man and those like him must be hated for the sake of Allah and opposed in that matter. It is prescribed to boycott him until he repents; because abandoning the prayer, even if one does not deny its obligation, is major shirk (associating partners with Allah) according to the most correct of the scholars' opinions; due to the saying of the Prophet (peace and blessings be upon him):Sahih Muslim 82b narrated by Muslim in his Sahih, and his saying (peace and blessings be upon him): Sunan Ibn Majah 1079Sahih (Darussalam) narrated by Imam Ahmad and the people of the Sunan with a sound chain. And the hadiths in this meaning are numerous.
As for the one who denies its obligation, he is a disbeliever by consensus; because by doing so, he becomes a denier of Allah and His Messenger (peace and blessings be upon him). We ask Allah for safety from that. As for abandoning zakah and abandoning the fast of Ramadan without a valid legal excuse, it is among the greatest crimes and major sins. Some scholars have held that the one who abandons zakah or abandons the fast of Ramadan without a valid legal excuse, such as illness or travel, is a disbeliever. But the correct view is that they do not commit major shirk (associating partners with Allah) if they do not deny the obligation of zakah and fasting. As for the one who denies the obligation of both or one of them, or denies the obligation of Hajj while having the ability, he is a disbeliever by consensus; because he is a denier of Allah (Glorified and Exalted is He) and His Messenger (peace and blessings be upon him) by this denial.
So it is obligatory for you to hate him for the sake of Allah, and it is prescribed for you to boycott him until he repents to Allah (Glorified and Exalted is He). And if the public interest requires not boycotting him for the sake of calling him to Allah and guiding him, perhaps Allah will grant him guidance, then there is no harm.
And it is obligatory upon the rulers of the Muslims to demand repentance from the one known for abandoning the prayer; if he repents, otherwise he is killed; due to the saying of Allah (Glorified and Exalted is He) : [At-Tawbah: 5]. This indicates that the one who does not pray is not left alone. And he (peace and blessings be upon him) said: Sunan Abi Dawud 4928Sahih (Al-Albani) This indicates that the one who does not pray is not prohibited from being killed. And the legal evidences from the verses and hadiths indicate: that it is obligatory upon the ruler to kill the one who does not pray if he does not repent. And we ask Allah to return your friend to repentance, and to guide him to the straight path.

Between man and polytheism and unbelief is the abandonment of salat.
بين الرجل وبين الشرك والكفر ترك الصلاةThe covenant that distinguishes between us and them is prayer; so whoever leaves it, he has committed Kufr.

I have been prohibited from killing people who pray.
