Because he did not intend apostasy, disbelief, or misguidance; rather, he engaged in ta'wil (figurative interpretation). Ta'wil serves as a defense against the death penalty when one has incurred it. By the Book, he had become a spy, but this espionage was an error on his part, and he offered a figurative interpretation for it, so the Prophet (peace and blessings be upon him) forgave him. Allah revealed, among what He revealed, a warning to the community not to do what he did.
