And "when you are disadvantaged" means if the one in authority takes for himself something from the wealth, lands, or other things, you must still listen and obey even if he takes for himself. And this is, in reality, what regulates the community, because if the community remained in a state where this one accepts and complies, and that one does not accept and rebels, chaos would ensue, and evil and corruption would spread.
So it is obligatory to listen and obey in all circumstances, as long as they do not order disobedience to Allah.
