If the imam says the takbir, is it permissible for the ma'mum to perform the siwak first or to say the takbir with his imam?

Machine translationRead the Arabic original
The questioner : If the imam says the takbir and he has not yet finished his siwak...?

The Shaykh : He should not say the takbir, because we previously mentioned the rules regarding this matter. We stated that the virtue related to the act of worship itself is more deserving of preservation than the virtue related to its location, whether at its beginning or otherwise. We also stated that the virtue related to the act of worship itself is more important than the virtue prescribed for the worship itself. The siwak is prescribed for the prayer, not within it. Therefore, this takes precedence; that is, catching up with the takbir of intention takes precedence. As for what is related to the location and the act of worship itself, we gave as an example what? The ramal in the arrival tawaf and being close to the House. Which is more important? The ramal is more important than being close to the House, because the ramal is a sunnah related to the act of worship itself, while being close to the House is related to what? To its location. Now, "at the time of prayer".
