"Her prayer" the pronoun refers to the woman. "in a long shirt, a head covering, and a cloak" The long shirt (dir') is the ample shirt that reaches the feet; this is the long shirt for a woman. The head covering (khimar) is what is wrapped around the head, and the cloak (milhafa) is what is wrapped around the entire body, like abayas, jilbabs, and the like. It is recommended (mustahabb) for a woman to pray in these three garments: the long shirt, second? the head covering, the cloak. They did not mention trousers, but they limited it to this because this is what was narrated from 'Umar and 'A'ishah (may Allah be pleased with her) and Umm Salama that a woman prays in the long shirt and the head covering.
