The reciter: Praise be to Allah, Lord of the worlds, and may the prayers and peace be upon our Prophet Muhammad, and upon his family and all his Companions:
He (may Allah have mercy on him) said: "The Chapter on the Just Ruler:
Allah the Exalted said:
Indeed, Allah orders justice and good conduct and giving to relatives and forbids immorality and bad conduct and oppression. He admonishes you that perhaps you will be reminded. إن الله يأمر بالعدل والإحسان وإيتاء ذي القربى وينهى عن الفحشاء والمنكر والبغي يعظكم لعلكم تذكّرون
[An-Nahl 16:90]

And He the Exalted said:
and act justly. Indeed, Allah loves those who act justly. وأقسطوا إن الله يحب المقسطين
[Al-Hujurat 49:9]

And as for the hadiths: From Abu Hurayrah (may Allah be pleased with him), from the Prophet (peace and blessings be upon him), who said:
Seven people will be shaded by Allah under His shade on the day when there will be no shade except His. They are: (1) a just ruler; (2) a young man who has been brought up in the worship of Allah, (i.e. worship Allah (Alone) sincerely from his childhood), (3) a man whose heart is attached to the mosque (who offers the five compulsory congregational prayers in the mosque); (4) two persons who love each other only for Allah's sake and they meet and part in Allah's cause only; (5) a man who refuses the call of a charming woman of noble birth for an illegal sexual intercourse with her and says: I am afraid of Allah; (6) a person who practices charity so secretly that his left hand does not know what his right hand has given (i.e. nobody knows how much he has given in charity). (7) a person who remembers Allah in seclusion and his eyes get flooded with tears. سبعة يظلهم الله في ظله يوم لا ظل إلا ظله: إمام عادل، وشابٌ نشأ في عبادة الله تعالى، ورجلٌ معلق قلبه في المساجد، ورجلان تحابّا في الله اجتمعا عليه وتفرّقا عليه، ورجلٌ دعته امرأة ذات منصب وجمال فقال: إني أخاف الله، ورجل تصدق بصدقة فأخفاها حتى لا تعلم شماله ما تنفق يمينه، ورجل ذكر الله خاليًا ففاضت عيناه

The Shaykh : In the name of Allah, the Most Gracious, the Most Merciful:
Al-Nawawi (may Allah have mercy on him) said in his book *Riyad al-Salihin*: "The Chapter on the Just Ruler": The ruler is the one who takes charge of a matter among the affairs of the Muslims, whether private or public, to the extent that a man in his household is considered a ruler over them, based on the saying of the Prophet (peace and blessings be upon him):
A man is a shepherd over his family and is responsible for his flock. الرّجل راعٍ في أهله ومسؤول عن رعيّته
, and justice is obligatory even in a person's dealings with himself, based on the saying of the Prophet (peace and blessings be upon him and his family):
Indeed, your soul has a right over you, and your Lord has a right over you, and your family has a right over you, and your guests have a right over you—meaning those who visit you—so give every holder of a right his right. إنّ لنفسك عليك حقّا، ولربّك عليك حقّا، ولأهلك عليك حقّا، ولزورِك عليك حقّا -أي الزائر لك- فأعط كلّ ذي حقّ حقّه
: So justice is obligatory in everything, but it is more emphatic, more preferable, and greater in the governance of affairs, because if injustice occurs in the governance of affairs, it leads to chaos and hatred for the ruler, since he is not just. However, our position toward the Imam or the ruler who is not just is to be patient; we are patient with his oppression, his injustice, and his monopolization, to the extent that the Messenger of Allah (peace and blessings be upon him and his family) advised the Ansar (may Allah be pleased with them) and said to them:
You will encounter after me monopolization—meaning monopolization over you—so be patient until you meet me at the Pond. إنّكم ستلقون بعدي أثرة -يعني استئثارا عليكم- فاصبروا حتّى تلقوني على الحوض
: This is because challenging the ruler leads to evil and corruption that is greater than his injustice and oppression. It is known that reason and the Shari'ah prohibit committing the greater of two harms and command committing the lesser of two harms. Then the author (may Allah have mercy on him) cited verses and hadiths, among which is the saying of Allah the Exalted:
Indeed, Allah orders justice and good conduct إن الله يأمر بالعدل والإحسان
[An-Nahl 16:90]
: Justice is obligatory, and ihsan (excellence in worship) is a favor and an addition, so it is a sunnah (recommended practice).
