The author (may Allah have mercy on him) quoted, in the context of the hadiths in the chapter on the just ruler: "From Awf ibn Malik (may Allah be pleased with him), who said: I heard the Messenger of Allah (peace and blessings be upon him) say:
The best of your imams are those whom you love and who love you, and who pray for you and you pray for them, and the worst of your imams are those whom you hate and who hate you, and who curse you and you curse them. He said: We said, O Messenger of Allah, should we not revolt against them? He said: No, as long as they establish the prayer among you. No, as long as they establish the prayer among you. خيار أئمتكم الذين تحبونهم ويحبونكم، وتصلون عليهم ويصلون عليكم، وشرارُ أئمتكم الذين تبغضونهم ويبغضونكم، وتلعنونهم ويلعنونكم، قال: قلنا يا رسول الله أفلا ننابذهم؟ قال لا ما أقاموا فيكم الصلاة، لا ما أقاموا فيكم الصلاة

And from 'Iyad ibn Himar (may Allah be pleased with him), who said: I heard the Messenger of Allah (peace and blessings be upon him) say:
The inmates of Paradise are three: One who wields authority and is just and fair, one who Is truthful and has been endowed with power to do good deeds. And the person who is merciful and kind hearted towards his relatives and to every pious Muslim, and one who does not stretch his hand in spite of having a large family to support. أهل الجنة ثلاثة: ذو سلطان مقسط موفق، ورجل رحيم رقيق القلب لكل ذي قربى ومسلم، وعفيفٌ متعفف ذو عيال

The Shaykh : In the name of Allah, the Most Gracious, the Most Merciful:
Al-Nawawi (may Allah have mercy on him) said in his book *Riyad al-Salihin*, in the chapter on the just ruler: From Awf ibn Malik (may Allah be pleased with him), that the Prophet (peace and blessings be upon him) said:
The best of your rulers are those whom you love and who love you, upon whom you invoke God's blessings and who invoke His blessing upon you. And the worst of your rulers are those whom you hate and who hate you, who curse you and whom you curse. خيار أئمتّكم الذين تحبونهم ويحبّونكم، وتصلّون عليهم ويصلّون عليكم، وشرارُ أئمّتكم الذين تبغضونهم ويبغضونكم، وتلعنونهم ويلعنونكم

: The imams mean the rulers of affairs, whether it is the great imam in the land, who is the supreme sultan, or someone below him. These imams, who are the rulers of our affairs, are divided into two categories: a category that we love and who love us, so you find us giving them sincere advice, and they give us sincere advice. And therefore we love them because they fulfill what Allah has obligated upon them of sincere advice for those whom Allah has placed them over.
And it is known that whoever fulfills the obligation of sincere advice, then Allah the Exalted loves him, and then the people of the earth love him. So these imams who have fulfilled what is obligatory upon them are beloved by their subjects.
who invoke God's blessings upon you and you invoke His blessings upon them ويصلّون عليكم وتصلّون عليهم

: The prayer here means supplication, meaning you supplicate for them and they supplicate for you. You supplicate for them that Allah guides them, rectifies their inner circle, and grants them success in justice, and other supplications that are made for the sultan. And they supplicate for you: O Allah, rectify our subjects, O Allah, make them those who stand by Your command, and the like of that.
As for the worst of the imams, they are those about whom the Messenger (peace and blessings be upon him) said:
Those whom you hate and who hate you. الذين تبغضونهم ويبغضونكم
: You hate them because they did not fulfill what is obligatory upon them of sincere advice for the subjects and giving rights to their rightful owners. And if they do that, then the people hate them, and hatred arises from both these and those. Hatred arises from the subjects toward the rulers because they did not fulfill their duty. Then hatred arises from the rulers toward the subjects, because when the subjects hate the ruler, they rebel against him, hate him, do not obey his commands, and do not avoid what he has forbidden. And at that time, they curse you and you curse them, refuge with Allah, meaning they insult you and you insult them, or they invoke the curse upon you and you invoke the curse upon them.
So the imams are divided into two categories: a category that was granted success and fulfilled what is obligatory upon them, so the people loved them and they loved the people, and each one of them supplicated for the other. And another category, the opposite, the worst of the imams, who hate the people and the people hate them, and they insult the people and the people insult them.
As for the hadith of 'Iyad ibn Himar (may Allah be pleased with him), it is: that the Prophet (peace and blessings be upon him) said:
The people of Paradise are three: A ruler who is just and successful. أهل الجنّة ثلاثة ذو سلطان مقسط موفق

: And this is the point of reference, meaning the one who has authority. And authority encompasses the supreme authority and what is below it. Just means: fair among those whom Allah has placed him over. Successful means: guided to what brings success and rectification, he has been guided to what is good. So this is from the people of Paradise. And it has been mentioned previously that the just imam is among those whom Allah will shade in His shade on the Day when there is no shade except His. And this is the point of reference from this hadith:
A ruler who is just and successful ذو سلطان مقسط موفّق

The second:
And the person who is merciful and kind hearted towards his relatives and to every pious Muslim ورجل رحيمٌ رقيقُ القلب لكلّ ذي قربى ومسلم

: A merciful man who shows mercy to the servants of Allah, he shows mercy to the poor, he shows mercy to the elderly, he shows mercy to the young, he shows mercy to everyone who deserves mercy.
With a soft heart رقيق القلب
His heart is not hard,
towards his relatives and to every pious Muslim لكلّ ذي قربى ومسلم

: And as for the disbelievers, he is harsh toward them. This is also from the people of Paradise, that this person is tender-hearted: meaning he has softness and compassion for every relative and Muslim.
And the third:
A man who is chaste, restraining himself, and has dependents رجل عفيف متعفّف ذو عيال
Musannaf Ibn Abi Shaybah 10:34
: Meaning that he is poor but he is self-restrained, he does not ask people for anything. The ignorant person thinks he is rich because of his self-restraint.
Has dependents ذو عيال
: Meaning that despite his poverty, he has a family. So you find him patient and seeking reward, toiling for himself. Perhaps he takes a rope to chop wood and eat from it, or he takes a sickle to gather grass and eat from it. The important thing is that he is chaste and self-restrained with dependents, but he is patient with the trial, patient with his dependents. So this is from the people of Paradise. We ask Allah to make us and you among those who have a share of these. And Allah is the One who grants success.
