And it has been mentioned to us previously that what the rulers command is divided into three categories: The first: That Allah has commanded it, such as commanding us to establish the congregation in the mosques, and commanding us to do good and leave what is wrong, and the like of that. This is obligatory, obligatory from two aspects: First: It is obligatory in itself, and second: The rulers have commanded it.
The second: That they command us with disobedience to Allah, so it is not permissible for us to obey them in it, no matter what. For example, if he says: Do not pray in congregation, shave your beards, let your garments hang down to your ankles, oppress the Muslims by taking money or beating them, or the like of that. This is a command that is not obeyed, and it is not permissible for us to obey them in it. But it is upon us to advise them and say: Fear Allah, this is a command that is not permissible, it is not permissible for you to command the servants of Allah with disobedience to Allah.
The third category: That they command us with a matter in which there is no command of Allah and His Messenger in itself, and no prohibition in itself, so it is obligatory for us to obey them in it: Such as the regulations they enact which do not contradict the Shari'ah, so it is obligatory for us to obey them in them and to follow these regulations. With this division, if people do so, they will find security, stability, comfort, and tranquility, and they will love their rulers, and their rulers will love them.
