The ruling on one who does not respond to straightening the rows in prayer

Machine translationRead the Arabic original
Question:
The imam of the mosque is facing a problem with straightening the rows. The imam says: "Straighten up, align yourselves," but two or three remain lagging behind... so they said, "What right do you have? Whether we straighten up or not?"

Answer:
The imam should watch over them, even if he uses his hand to align their shoulders. The imam should watch over them, and the one who does not straighten out deserves to be disciplined.
Q: Is it obligatory?
The Shaykh: It is obligatory.
Q: They say it is not obligatory, and that you only have the right to say the two words "straighten up, align yourselves"?
The Shaykh: This is ignorance; it is their ignorance. The Prophet (peace and blessings be upon him) commanded it, saying:
Straighten your rowsسَوُّوا صُفُوفَكُمْ
Align your rowsرُصُّوا صُفُوفَكُمْ
and
Align them with one anotherحاذوا بينها
. All of these are commands of obligation

.
Q: If two or three remain lagging behind and do not respond?
The Shaykh: Their case should be referred to the committee, the court, or the authority; so that they may be disciplined, but the committee is better.
