Question:
O people, promote the greetingsأيها الناس أفشوا السلام
Riyad as-Salihin 1166
Is the command for obligation?

Answer:
What is known among the scholars is that it is a recommended practice (sunnah), and the opinion that it is obligatory is a strong opinion, but what is known among the scholars is that it is a recommended practice (sunnah), and the response is obligatory
And when you are greeted with a greeting, greet [in return] with one better than it or [at least] return itوَإِذَا حُيِّيتُمْ بِتَحِيَّةٍ فَحَيُّوا بِأَحْسَنَ مِنْهَا أَوْ رُدُّوهَا
[Al-Nisa:86] So the response is obligatory and initiating it is a recommended practice (sunnah). Likewise, feeding food and the night prayer while people are sleeping; all of these are recommended practices (sunnah). The obligatory ones are the five prayers.
Q: Your preferred opinion?
The Shaykh: The apparent opinion of the imams is that it is a recommended practice (sunnah), as for the response
And when you are greeted with a greeting, greet [in return] with one better than it or [at least] return itوَإِذَا حُيِّيتُمْ بِتَحِيَّةٍ فَحَيُّوا بِأَحْسَنَ مِنْهَا أَوْ رُدُّوهَا
[Al-Nisa:86] the response is obligatory.
