Is semen and pre-seminal fluid among the impurities that must be washed with water from the garment and the body?

Machine translationRead the Arabic original
The questioner : Is semen and pre-seminal fluid among the impurities that must be washed with water from the garment and the body?

The Shaykh : As for semen, it is pure, as indicated by the Sunnah. As for pre-seminal fluid, it is impure, but its impurity is light; sprinkling water over it is sufficient, without washing or rubbing. Sprinkling means pouring water over it to cover it, making it similar to the urine of a young boy who does not eat food but is nourished only by milk.
Therefore, we say: Impurities are of three categories: heavy, light, and moderate.
As for the heavy impurity: it is the impurity of the dog. It requires seven washes, one of which is with soil. It is better to use the soil in the first wash.
The light impurity: is the impurity of the urine of a young boy who is nourished by milk and has not yet been weaned.
The second [light impurity] is pre-seminal fluid. For both of these, sprinkling is sufficient, meaning pouring water over the place without rubbing or squeezing it.
The remaining impurities are moderate. For these, it is sufficient to remove the substance of the impurity, and there is no specific number of washes.
If someone were to ask: Is it not sufficient to wipe the sandal with the ground if impurity touches it, and likewise the leather sock?
The answer is: Yes, but this is not because the impurity is light. Rather, the method of removing it was made easier due to the hardship of washing sandals and leather socks. So, it is sufficient to wipe them on the ground until the substance of the impurity is removed.
