If one kills a person by mistake, he is obligated to pay the blood money and the expiation together

Machine translationRead the Arabic original
Question: I hit a pedestrian with my car, and he died. Then the court in Kuwait ruled that I only have to pay the blood money. Do I have to fast for two months, or is it permissible for me to give charity? Is the court responsible for the ruling and I am innocent, or is something else required of me?

Answer: You owe an expiation. The court has to clarify that you owe both the blood money and the expiation, but if it leaves out the clarification, it is negligent and wrong. It should not be lenient. If the court is lenient or forgets, you must not be lenient yourself. Rather, whenever you kill someone by mistake, you owe the blood money and the expiation.
