The ruling on one who divorces by saying: "She is divorced, she is divorced, she is divorced, a final divorce"

Machine translationRead the Arabic original
Question: From 'Abd al-'Aziz ibn 'Abd Allah ibn Baz, to the honorable brother, the esteemed Shaykh, the head of the Grand Sharia Court in Ta'if, may Allah grant him understanding in all good, amen.
Peace be upon you, and the mercy of Allah and His blessings. After that:
O Beloved: Your noble letter dated 2/1979, and 8/4/1391 AH, has reached you, may Allah guide you, and I have reviewed the attached record, which contains the confirmation by the esteemed judge of your court of the nature of the divorce that occurred from the husband: E. M., to his wife:
Namely, that the aforementioned husband acknowledged before his eminence that he divorced her in a state of anger by saying: "She is divorced, she is divorced, she is divorced." I also reviewed the attached divorce document, and found that the aforementioned husband acknowledged therein that he divorced the aforementioned wife, while he was in full possession of his mental faculties, acting of his own free will and not under compulsion, by saying: "She is divorced, she is divorced, she is divorced, a final divorce."

Answer: And based on that: What I see is that she has become separated from him by a major separation, and she is not lawful for him until she marries another husband; a marriage of desire, not a marriage of dissolution, and he must have intercourse with her; because he has completed the three divorces with multiple phrases, and he confirmed that by saying: "A final divorce."
So I hope you will inform everyone of that. May Allah reward you, and thank you for your efforts, and may He reward you with good for your noble efforts.
And peace be upon you and the mercy of Allah and His blessings.
