Question: My father, who was driving a car, was involved in a collision with another car. The driver of the other car passed away (may Allah have mercy on him), and the traffic department ruled that the fault was entirely on the deceased. The family of the deceased accepted the blood money (may Allah reward them with good). I am asking now: Does my father have to perform the expiation of fasting for two consecutive months, or not?

Answer: If the situation is as you described, O questioner, then your father does not have to perform an expiation; because the fault was on the other person, he is not called a killer. And success is from Allah.
