What is the meaning of the hadith:
Two rak'ahs with a miswak are better than seventy rak'ahs without a miswakركعتان بسواك خير من سبعين ركعة بدون سواك

The miswak is a recommended practice and an act of obedience when praying or when performing the ablution, based on the saying of the Messenger (peace and blessings be upon him):
Siwak is a means of purification for the mouth and is pleasing to the Lord.السواك مطهرة للفم مرضاة للرب
Sunan an-Nasa'i 5Sahih (Darussalam)
Al-Nasa'i narrated it with a sound chain from Aisha (may Allah be pleased with her). And based on his saying (peace and blessings be upon him):
Were it not hard on my ummah, I would order them to use the tooth-stick at the time of every prayer.لولا أن أشق على أمتي لأمرتهم بالسواك عند كل صلاة
Sunan Abi Dawud 47Sahih (Al-Albani)
It is agreed upon that it is authentic. In one wording:
Had I not feared burdening my Ummah, I would have commanded them to use Siwak with every ablution.لولا أن أشق على أمتي لأمرتهم بالسواك مع كل وضوء

Imam al-Nasa'i narrated it with a sound chain.
As for the hadith:
A prayer with a miswak is better than a prayer without a miswakصلاة بسواك خير من صلاة بلا سواك
it is a weak hadith and not authentic. The authentic hadiths are sufficient for it, and praise be to Allah.
