Is the siwak a recommended practice?

Machine translationRead the Arabic original
The questioner : ... .

The Shaykh : How?

The questioner : ... .

The Shaykh : No, it is not permissible. You must hand him the money directly, and then he may dispose of it as he wishes.

The questioner : ... .

The Shaykh : He knows what is best.
(24) And those within whose wealth is a known right (25) For the petitioner and the deprived - وفي أموالهم حق معلوم للسائل والمحروم
[Al-Ma'arij 70:24-25]
The scholars stipulate taking possession, and it is not permissible to buy with it a need that he may or may not have.

The questioner : Well, I have a request, O Shaykh. He asked for permission to ask for money, saying, "This thousand riyals, will you give it to us?"

The Shaykh : In that case, the matter remains an agency, and there is no objection to it.

The questioner : ... the siwak.

The Shaykh : The siwak.

The questioner : ... but some people ... .

The Shaykh : Yes, I do not doubt that those who criticize this custom are those who do not use the siwak. And so, people follow customs, and the Messenger (peace and blessings be upon him) said in the authentic hadith:
Were it not that I would burden my Ummah, I would have commanded you to use the siwak with every ablution and every prayer لولا أن أشق على أمتي لأمرتكم بالسواك عند كل وضوء وعند كل صلاة
So what our brothers do today in this land is undoubtedly from the Sunnah. But in other lands that have not adopted this Prophetic custom, it is they who find these things objectionable. So if they do not practice this Sunnah, it is because it is a Sunnah and not an obligation, for the Messenger said:
Were it not that I would burden لولا أن أشق
So he did not command them, but at the very least, they should not find this Sunnah distasteful as long as it is an authentic Sunnah.

The questioner : ... .

The Shaykh : This is correct, without a doubt. Some of our students in Syria graduated from medicine on a scientific basis. Some of the theses, yes, yes, please, go ahead.
