Q: What is the ruling on image-making if a person is in dire necessity for it? Please issue a ruling for us; may Allah reward you.

A: As for image-making, if dire necessity calls for it, such as for a driver’s license and the like, we hope that there is no blame on him, based on the saying of Allah the Exalted in Surat al-An'am:
while He has explained in detail to you what He has forbidden you, excepting that to which you are compelledوَقَدْ فَصَّلَ لَكُمْ مَا حَرَّمَ عَلَيْكُمْ إِلا مَا اضْطُرِرْتُمْ إِلَيْهِ
[Al-An'am: 119]. As for anything without dire necessity, it is not permissible; based on the saying of the Prophet (peace and blessings be upon him):
the most grievously tormented people on the Day of Resurrection would be the painters of picturesأشد الناس عذابا يوم القيامة المصورون
Sahih Muslim 2109a
and because he (peace and blessings be upon him) cursed the one who consumes riba (usury or interest) and the one who gives it, and he cursed the image-makers. The hadiths in this regard are numerous. What is meant by this is the image-making of beings with souls, from the children of Adam and others.
As for image-making of things without souls, such as trees, mountains, cars, and the like, there is no blame in it. And success is from Allah.
