A: This is an authentic hadith, narrated by Muslim in his Sahih from the Prophet (peace and blessings be upon him), who said:
Two are the types of the denizens of Hell whom I did not see: people having flogs like the tails of the ox with them and they would be beating people, and the women who would be dressed but appear to be naked, who would be inclined (to evil) and make their husbands incline towards it. Their heads would be like the humps of the bukht camel inclined to one side. They will not enter Paradise and they would not smell its odourصنفان من أهل النار لم أرهما: قوم معهم سياط كأذناب البقر يضربون بها الناس، ونساء كاسيات عاريات مميلات مائلات رؤوسهن كأسنمة البخت المائلة لا يدخلن الجنة ولا يجدن ريحها

This is a great warning, and one must be cautious of what it indicates.
The men who have whips like the tails of cattle in their hands are those who take upon themselves beating people without right, whether by order of the state or otherwise. The state is only to be obeyed in what is right. He (peace and blessings be upon him) said:
Obedience is in matters which are good and universally recognized.إنما الطاعة في المعروف

And he (peace and blessings be upon him) said:
A creature is not to be obeyed when it involves disobedience to the "Creator.”لا طاعة لمخلوق في معصية الخالق

Women who are naked even though they are wearing clothes, go astray and make others go astrayنساء كاسيات عاريات مائلات مميلات

, the scholars have explained that the meaning of "clothed" is that they are adorned with the blessings of Allah, and "naked" means that they are ungrateful for them. They did not stand by the obedience of Allah, nor did they abandon sins and evil deeds, despite Allah’s bestowal of wealth and other things upon them.
The hadith was also explained with another meaning: that they are clothed in a garment that does not cover them, either because it is thin or because it is short, so the intended purpose is not achieved. For this reason, he said: "naked," because the clothing on them did not cover their private parts. "Mamilaat" means: inclined away from modesty and uprightness. That is, they have sins and evil deeds like those who commit lewd acts, or those who fall short in performing the obligatory duties, such as prayers and others.
"Mumilaat" means: inclining others, that is, calling them to evil and corruption. So, by their actions and words, they incline others to corruption and sins, and they engage in lewd acts due to the absence of their faith, or its weakness and scarcity. The intended meaning of this authentic hadith is the warning against injustice and types of corruption from men and women.
And his (peace and blessings be upon him) saying:
Their heads would be like the humps of the bukht camel inclined to one sideرؤوسهن كأسنمة البخت المائلة

, some of the scholars said: They enlarge their heads with what they put on them of hair and wraps and other things, until they become like the humps of the Bakhit camel that is inclined. The Bakhit is a type of camel that has two humps, with some depression and inclination between them; this one is inclined to one side and this one is inclined to the other side. So, when these women enlarged their heads and made them big with what they put on them, they resembled these humps.
As for his saying (peace and blessings be upon him):
they will not enter the Garden and they will not find its scentلا يدخلن الجنة ولا يجدن ريحها
Muwatta Malik 48:8
This is a severe warning, but it does not imply that they are disbelievers or that they will remain in the Fire forever like the other sinners, if they die upon Islam. Rather, they and all other people of sins are threatened with the Fire for their sins, but they are under the will of Allah; if He (Glorified and Exalted is He) wills, He will pardon them and forgive them, and if He wills, He will punish them, as He said in Surat al-Nisa in two places:in Surat al-Nisa in two places:
Indeed, Allah does not forgive association with Him, but He forgives what is less than that for whom He willsإِنَّ اللَّهَ لا يَغْفِرُ أَنْ يُشْرَكَ بِهِ وَيَغْفِرُ مَا دُونَ ذَلِكَ لِمَنْ يَشَاءُ
[al-Nisa: 48].
And whoever enters the Fire from among the people of sins will not remain in it forever like the disbelievers; rather, those who remain in it, such as the murderer, the fornicator, and the one who kills himself, their remaining in it will not be like the remaining of the disbelievers. Rather, according to the people of the Sunnah and the community, their remaining in it has an end, unlike the Khawarij, the Mu'tazilah, and those who follow their path from the people of innovation; because the authentic hadiths have been mass-transmitted from the Messenger of Allah (peace and blessings be upon him) indicating his intercession (peace and blessings be upon him) for the people of sins from his Ummah, and that Allahwill accept it from him (peace and blessings be upon him) several times, and in each time He sets a limit for him to take them out of the Fire.
And so it is with the rest of the messengers, the believers, the angels, and the foremost ones; all of them intercede with His permission (Glorified and Exalted is He), and He (Glorified and Exalted is He) grants them intercessionfor whom He wills from among the people of tawhid (the oneness of Allah) who entered the Fire with their sins while they were Muslims. And a remainder of the people of sins will remain in the Fire whom the intercession of the intercessors does not include, so Allah (Glorified and Exalted is He) will take them out by His mercy and His goodness, and no one will remain in the Fire except the disbelievers, who will remain in it forever, as He (Mighty and Majestic) said regarding the disbelievers:
every time it subsides We increase them in blazing fire.كُلَّمَا خَبَتْ زِدْنَاهُمْ سَعِيرًا
[al-Isra: 97], and He (the Exalted) said:
"So taste [the penalty], and never will We increase you except in torment."فَذُوقُوا فَلَنْ نَزِيدَكُمْ إِلا عَذَابًا
[al-Naba: 30], and He (Glorified and Exalted is He) said regarding the disbelievers among the worshippers of idols:
Thus will Allah show them their deeds as regrets upon them. And they are never to emerge from the Fire.كَذَلِكَ يُرِيهِمُ اللَّهُ أَعْمَالَهُمْ حَسَرَاتٍ عَلَيْهِمْ وَمَا هُمْ بِخَارِجِينَ مِنَ النَّارِ
[al-Baqarah: 167], and He the Exalted said:
Indeed, those who disbelieve - if they should have all that is in the earth and the like of it with it by which to ransom themselves from the punishment of the Day of Resurrection, it will not be accepted from them, and for them is a painful punishmentإِنَّ الَّذِينَ كَفَرُوا لَوْ أَنَّ لَهُمْ مَا فِي الْأَرْضِ جَمِيعًا وَمِثْلَهُ مَعَهُ لِيَفْتَدُوا بِهِ مِنْ عَذَابِ يَوْمِ الْقِيَامَةِ مَا تُقُبِّلَ مِنْهُمْ وَلَهُمْ عَذَابٌ أَلِيمٌ ۝
[Al-Ma'idah 5:36]
They wish to go out of the Fire, but they will not go out of it, and for them is a persistent punishment[al-Ma'idah: 36 - 37] And there are many verses in this meaning. We ask Allah for safety and well-being from their state.
