Answer:
The Shaykh: The Prophet (peace and blessings be upon him) said:
Two are the types of the denizens of Hell whom I did not see: people having flogs like the tails of the ox with them and they would be beating people, and the women who would be dressed but appear to be naked, who would be inclined (to evil) and make their husbands incline towards it. Their heads would be like the humps of the bukht camel inclined to one side. They will not enter Paradise and they would not smell its odourصنفان من أهل النار لم أرهما: رجال بأيديهم سياطٌ كأذناب البقر يضربون بها الناس، ونساء كاسيات عاريات، مائلات مُميلات، رؤوسهن كأسنمة البُخت المائلة، لا يدخلن الجنةَ، ولا يجدن ريحها

This hadith was narrated by Muslim in "al-Sahih."
The meaning of
clothed yet nakedكاسيات عاريات
according to the scholars is: wearing a garment that does not cover, that is thin, or short. Thus, they are clothed in name, but naked in reality.
And some of the scholars said: The meaning of
Clothedكاسيات
is: from the blessings of Allah,
Nakedعاريات
from giving thanks for them.
There is no doubt that wearing short and thin clothing is a sin. Therefore, it is obligatory for the woman to cover herself and observe hijab from men, and not to display any of her adornment; due to the saying of the Exalted:
And when you ask [his wives] for something, ask them from behind a partition. That is purer for your hearts and their hearts.وَإِذَا سَأَلْتُمُوهُنَّ مَتَاعًا فَاسْأَلُوهُنَّ مِنْ وَرَاءِ حِجَابٍ ذَلِكُمْ أَطْهَرُ لِقُلُوبِكُمْ وَقُلُوبِهِنَّ
[Al-Ahzab: 53], and His saying:
O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garmentsيَا أَيُّهَا النَّبِيُّ قُلْ لِأَزْوَاجِكَ وَبَنَاتِكَ وَنِسَاءِ الْمُؤْمِنِينَ يُدْنِينَ عَلَيْهِنَّ مِنْ جَلَابِيبِهِنَّ
[Al-Ahzab 33:59]
the verse [Al-Ahzab: 59].
And the jilbab is the wide garment that the woman throws over her clothes. Some of them now call it the shirshaf, the wide garment she wraps around herself over her clothes, and with which she covers her head, face, and hands when necessary.
And He, Glorious and Exalted, says:
And tell the believing women to reduce [some] of their vision and guard their private partsوَقُلْ لِلْمُؤْمِنَاتِ يَغْضُضْنَ مِنْ أَبْصَارِهِنَّ وَيَحْفَظْنَ فُرُوجَهُنَّ
[An-Nur 24:31]
until He said:
not expose their adornment except to their husbandsوَلَا يُبْدِينَ زِينَتَهُنَّ إِلَّا لِبُعُولَتِهِنَّ
[An-Nur 24:31]
the verse [An-Nur: 31]. So she does not display her adornment—such as her face and the like—except to her father, or her brother, or her husband, and the like of that. And Allah is the One to be sought for help.
And the meaning of
leaning and causing others to leanمائلات مميلات
is: those who incline away from chastity and obedience toward sin, fornication, and lewd acts, and those who incline others, meaning: they lead others toward corruption and sin.
As for the saying of some: "Mā'ilāt in their gait," this is of no value. The correct view is that its meaning is: those who incline away from chastity and uprightness toward corruption and sin, and those who incline other women, who imitate them, until they lead them away from guidance and chastity toward sins, open sinfulness, and lewdness—may Allah grant us safety.
