The Shaykh : Yes. The Prophet (peace and blessings be upon him) informed that there would be two categories of people whom the Prophet (peace and blessings be upon him) did not see.
The first category includes aggression against people without right, using their authority to aggress against them. They are a group with whips like the tails of cattle, with which they strike people, meaning without right. The scholars said that these are the police, the police of the oppressors, who strike people without right. They are from the people of the Fire, because whoever assists an oppressor is met with a share of his sin that he deserves.
And the second category means that they have clothing on them, but they are in the position of naked women. The scholars said that this is either due to the tightness of the clothing, or its thinness such that the skin is seen through it, or its shortness.
As for His saying, the meaning is that they tilt their clothes or their combs, or they tilt men with their seduction. And "tilting" (mu'milat) means they are tilted away from the truth because of their actions.
