Ruling on Hanging Amulets on Children and the Sick

From Abdulaziz ibn Abdullah ibn Baz to the honorable brother... May Allah guide him to what pleases Him and increase him in knowledge and faith, amen.
Peace be upon you, and Allah's mercy and blessings. As for what follows:
You have asked, may Allah guide you, about the ruling on hanging amulets on children and the sick, and about hanging Qur'anic verses and dhikr on the walls of offices and mosques.

And the answer : It is authentically reported from the Messenger of Allah (peace and blessings be upon him) that he said:
spells, charms and love-potions are polytheismإن الرقى والتمائم والتولة شرك

The scholars have clarified in their explanation of this hadith that the ruqyah prohibited is: ruqyah whose meaning is unknown, or that uses the names of jinn, or unknown names.
As for ruqyah using Qur'anic verses and lawful supplications, it is prescribed and there is no harm in it, due to the saying of the Prophet (peace and blessings be upon him):
There is no harm in invocations so long as there is no polytheism in them.لا بأس بالرقى ما لم تكن شركًا

Reported by Muslim in his Sahih. It is also established that when he (peace and blessings be upon him) fell ill, Jibril (peace be upon him) performed ruqyah on him with the words:
In the name of God I am applying a charm to you from everything which may harm you, from the evil of every evil eye, or eye of an envious one. God heals you. In the name of God I am applying a charm to you.بسم الله أرقيك، من كل شيء يؤذيك، ومن شر كل نفس أو عين حاسد، الله يشفيك، بسم الله أرقيك

and he repeated it three times. It is also established that the Messenger of Allah (peace and blessings be upon him) used to perform ruqyah on some of his Companions.
As for al-tawilah: it is the turning away and the turning toward, and it is a type of sorcery, and all of it is forbidden, due to the saying of Allah (Glorified and Exalted is He) :
And they followed [instead] what the devils had recited during the reign of Solomon. It was not Solomon who disbelieved, but the devils disbelieved, teaching people magic and that which was revealed to the two angels at Babylon, Harut and Marut. But the two angels do not teach anyone unless they say, "We are a trial, so do not disbelieveوَاتَّبَعُوا مَا تَتْلُو الشَّيَاطِينُ عَلَى مُلْكِ سُلَيْمَانَ وَمَا كَفَرَ سُلَيْمَانُ وَلَكِنَّ الشَّيَاطِينَ كَفَرُوا يُعَلِّمُونَ النَّاسَ السِّحْرَ وَمَا أُنْزِلَ عَلَى الْمَلَكَيْنِ بِبَابِلَ هَارُوتَ وَمَارُوتَ وَمَا يُعَلِّمَانِ مِنْ أَحَدٍ حَتَّى يَقُولا إِنَّمَا نَحْنُ فِتْنَةٌ فَلا تَكْفُرْ
[Al-Baqarah 2:102]
The verse [al-Baqarah: 102]. Thus, He (Glorified and Exalted is He) made clear in this verse that teaching sorcery is the work of the devils, and that it is disbelief because it is reached by worshipping them and drawing near to them with what they love.
As for amulets: they are what is hung on children and the sick, such as necklaces, beads, scraps of paper, and papers written with some talismans or unknown writings, and likewise what is written of Qur'anic verses, according to the correct opinion of the scholars.

Narrated by Imam Ahmad and Abu Dawud with a good chain of narration. And due to the saying of the Prophet (peace and blessings be upon him):
Whoever hangs an amulet, Allah will not complete [his affair], and whoever hangs a bead, Allah will not grant him [what he seeks], and whoever hangs an amulet has committed shirk.من تعلق تميمة فلا أتم الله له، ومن تعلق ودعة فلا ودع الله له، ومن تعلق تميمة فقد أشرك
And Ibrahim ibn Yazid al-Nakha'i (may Allah have mercy on him) said: They—meaning by that the Companions of Abdullah ibn Mas'ud (may Allah be pleased with him) —disliked all amulets, whether from the Qur'an or other than the Qur'an. The meaning of dislike here is dislike of prohibition. The distinguished scholar Shaykh Abdulrahman ibn Hasan (may Allah have mercy on him) elaborated on this discussion in his book (Fath al-Majid Sharh Kitab al-Tawhid), so refer to it for the benefit it contains (Chapter on what came regarding ruqyah and amulets).
And what I have mentioned to you is the relied-upon position among the meticulous scholars of knowledge regarding amulets if they are from the Qur'an. As for if they are from other than the Qur'an, there is no disagreement in prohibiting them due to the aforementioned evidence.
And the correct view is: that amulets from the Qur'an are also prohibited due to the generality of the hadiths, and due to the precaution and blocking the means to shirk (associating partners with Allah) in prohibiting them. They are minor shirk as mentioned above, and they may be major shirk if the one who hangs them believes that they ward off calamity by themselves.
As for hanging verses and hadiths in offices and schools, there is no harm in it for the sake of reminder and benefit. As for hanging them in mosques, it is disliked; due to the disturbance it causes to the worshippers and the distraction it creates for them.
And Allah is the One we ask to guide us and you and all Muslims to all good, and to grant us all understanding in His religion and steadfastness upon it, and to protect us and you and all Muslims from the evil of our souls and from the badness of our deeds and from the misleading trials... Indeed, He is the One capable of that and able to do it.
And peace be upon you and the mercy of Allah and His blessings.
