Answer: And upon you be peace, mercy, and the blessings of Allah. There is no harm in looking at the Qur'an without reciting it for the sake of reflection, understanding, and grasping the meaning. However, he is not considered a reciter, and he does not obtain the virtue of recitation unless he vocalizes the Qur'an, even if he does not make those around him hear it. This is based on the saying of the Prophet (peace and blessings be upon him):Sahih Muslim 804a narrated by Muslim.
