A: It is permissible for a woman to adorn herself with kohl in her eyes among women, and in the presence of her husband and her mahrams (relatives one may not marry). However, in the presence of a non-mahram, it is not permissible for her to expose her face or her kohl-applied eyes; because of His saying, the Exalted: [Al-Ahzab: 53]. There is no harm in using a veil (burqa) in which the eyes or one of them are visible, but without applying kohl in the presence of a non-mahram.
And by "non-mahram" is meant: one who is not a mahram to the woman; such as her husband's brother, her husband's uncle, her paternal cousin, her maternal cousin, and the like, whether they are Muslims or disbelievers.
