Answer:
There is nothing wrong with the burqa when there is a need for it, but the covering khimar is better than it if a complete khimar is available, provided she can see the road and there is no danger to her; in that case, it is more preferable and more complete. This is how the female Companions would let their khimars hang over their faces. So, if the need calls for the burqa to show one eye or both eyes for the road and to see what is in front of her, there is nothing wrong with that, on the condition that the eye is plain, without anything that beautifies it, adorns it, or causes fitnah (trial, discord or temptation) through it, such as kohl or anything else.
