The Shaykh : Their definition is: "They are those who confront people with weapons, seizing their money openly rather than by theft". These are the highway robbers. They stand on the roads with weapons, whether the weapon is lethal or not; even a stick that can kill is considered a weapon. They stand on the road in the desert or in built-up areas, though they are most often found in the desert, because built-up areas have people who protect the public and many people who prevent the mischief of these robbers. They are also most often found in untraveled deserts. He says: "in the desert or in built-up areas, seizing their money openly rather than by theft". They approach the traveler and say, "Come down and unload the goods with you." The traveler says, "O son of Halal, these are my goods, and if I unload them, I will be ruined." The robber says, "We do not care; unload the goods by force." If he unloads the goods, the robber says, "Unload the clothes." The traveler says, "Yes." So they force him until he unloads the clothes. This has happened; people tell us that they used to force a man to take off his clothes until he was left, may Allah protect us, naked.
