Permissibility is in contrast to prohibition, because the scholars have this rule that we should know: they may use the letter lam in contrast to prohibition. For example, in Hajj, it may have passed you that they said “And for the one combining (qiran) and the one performing Hajj alone (ifrad), if they do not bring the sacrificial animal, they may make it an Umrah so that they can perform Hajj in this year”. So their saying “and for the one combining” is in contrast to the statement of the one who says he does not have that right. Then the ruling comes back. Here, he said later “And it is obligatory for him to defend himself and his honor”.
