The Shaykh : The reason for this is that rising with weapons and force requires two things, which many of our Muslim brothers who are eager to rise against rulers who do not rule by what Allah has revealed have overlooked. The first is that there must be a large group of Muslims who have counseled one another in Allah and agreed upon the word of Allah. This means they have agreed upon a correct understanding of Islam, as we always and forever call for, based on the Book of Allah, the Sunnah of the Messenger of Allah (peace and blessings be upon him), and the methodology of the righteous predecessors. If these people first agree upon this word, and then... and are able to realize the saying of the Exalted:
And prepare against them whatever you are able of power وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ
[Al-Anfal 8:60]
, then the time for rising comes after establishing the proof. As for now, "let him who sees the lesson in others take heed." Many of the Islamic groups have launched revolutions that I believe were premature, and therefore they did not reap their fruits; rather, they harvested bitter hanzhal from them. For this reason, we say in explaining the previous verse:
And prepare against them whatever you are able of power and of steeds of war by which you may terrify the enemy of Allah and your enemy وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ وَمِنْ رِبَاطِ الْخَيْلِ تُرْهِبُونَ بِهِ عَدُوَّ اللَّهِ وَعَدُوَّكُمْ
[Al-Anfal 8:60]
. Who does this verse address? It was originally revealed to the Messenger of Allah (peace and blessings be upon him), addressing the Companions of the Messenger of Allah (peace and blessings be upon him). This verse was not revealed in the Meccan period, but rather in the Medinan period, after this group, this believing party, had been formed and the Messenger of Allah (peace and blessings be upon him) had raised them under his own eye in terms of creed and conduct. They are the people by whom guidance is sought. If this group exists, agrees upon the word of Allah (Mighty and Majestic), and is raised upon this foundation of correct, purified Islam, that qualifies them to be addressed by the previous verse:
And prepare against them whatever you are able of power وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ
[Al-Anfal 8:60]
. Now, this verse undoubtedly is directed at Muslims in general. Do you see who these Muslims are? Those who consume riba? Those who make forbidden things permissible? Etc. No, obviously, these are those who responded to the call of Allah (Mighty and Majestic) as Allah commanded in His Book and His Messenger in his Sunnah.
We know that there are individual Muslims scattered in many lands of Islam, but they have not yet been able to unite, get to know one another, and cooperate in this approach which is necessary and must be applied. The common proverb applies: "The first of the rain is drops, then it pours." As for now, rising against these rulers with such revolutions, who have prepared for every aspect to confront any Islamic movement, and behind them are the disbelieving states that support them with all power and assistance. Therefore, here comes the like of the saying of the Exalted:
And if they had intended to go forth, they would have prepared for it [some] preparation وَلَوْ أَرَادُوا الْخُرُوجَ لَأَعَدُّوا لَهُ عُدَّةً
[At-Tawbah 9:46]

When we think about establishing the Muslim state, establishing the Muslim state is not a pleasure trip, but rather a matter we can say is the greatest thing for the Muslim community after the two testimonies. Because this testimony cannot be spread and people called to it, as Allah (Mighty and Majestic) commanded, unless the ruler and the ruling by which he rules are Islamic. So we advise all Muslim youth who declare the religion of Allah (Blessed and Exalted is He) by calling to the Book and the Sunnah to start step by step. First is what I always and forever refer to, and with this I conclude the answer to this question: "Purification and upbringing" are necessary. Purification and upbringing are necessary. You know that there is no Islamic land now in which Muslims live who have purified their Islam from everything that has entered it, first. Then, if this is found—and it must be found from the aspect of purification—upbringing will take the time necessary, because knowledge, thought, and its development are easy, but developing people's habits and morals requires time, as is not hidden from you. For this reason, we advise every Muslim caller who truly wants to establish Islamic rule on earth to focus on purification and upbringing. This is all I have, also as an answer to that question.
