The Shaykh : First, the obligation of migrating from the abode of war to the abode of Islam. Al-Qurtubi narrated from Ibn al-Arabi that this migration, and his statement, "Al-Qurtubi narrated," is not a scientifically correct expression; rather, one must say: Al-Qurtubi mentioned from Ibn al-Arabi that this migration was obligatory in the days of the Prophet (peace and blessings be upon him), and it remained obligatory until the Day of Resurrection. The migration that ceased with the conquest was the migration from Makkah to al-Madinah, which ceased with the conquest. Its purpose was to reach the Prophet (peace and blessings be upon him); if one remained in the abode of war, he would be in disobedience. This is from "Tafsir al-Qurtubi" ... and so on. The point is, is that not the case? And like the abode of war in this regard is any place where a Muslim is unable to establish the rituals of Islam, such as prayer, fasting, congregation, the call to prayer, and other of its apparent rulings.
