A: The correct view is that his fast is valid, and he owes no expiation. Some scholars excluded intercourse from this ruling, but there is no evidence for that. For this reason, in the other wording:
Whoever breaks his fast during Ramadan due to forgetfulness is not to make up for the day later or perform an expiation.مَن أفطر في رمضان ناسيًا فلا قضاءَ عليه ولا كفَّارة

A: You should remind him; because it is wrong. If you see someone drinking during fasting or eating, remind him: "You are fasting." Inform him, and disapprove of his action.
